Besides many advantages, universities are also facing many difficulties and challenges in building and developing open course ware. With a core and pioneering role, the higher educational system needs to deploy appropriate and effective solutions to pioneer the development open course ware in particular and open educational resources in general, meeting the policy of building the learning society and lifelong learning, implementing a shared education. The more shared knowledge, the more developed and sustainable the educational resources.
