Nghiên cứu đề xuất khung quản trị bảo đảm chất lượng học liệu tiếng Anh mở có sự hỗ trợ của trí tuệ nhân tạo (AI) trong giáo dục đại học, tập trung vào yêu cầu chất lượng, điểm kiểm soát và trách nhiệm của con người theo vòng đời học liệu. Nghiên cứu kết hợp tổng hợp tài liệu tích hợp với phân tích nội dung định hướng nhằm hệ thống hóa bằng chứng về chất lượng tài nguyên giáo dục mở, rủi ro AI và vai trò con người. Kết quả xác định năm phương diện chất lượng: tính mở và hợp pháp; học thuật và nội dung; sư phạm; ngôn ngữ và văn hóa; tiếp cận và sử dụng, cùng lớp rủi ro AI xuyên suốt. Từ đó, nghiên cứu đề xuất khung quản trị gồm bảy giai đoạn, các điểm kiểm soát và ba chức năng của con người: kiểm tra, thẩm định và thẩm quyền quyết định; đồng thời nhấn mạnh quản trị dựa trên rủi ro, phân định trách nhiệm, truy nguyên và cải tiến liên tục. Khung mới ở cấp độ khái niệm và cần được kiểm định thực nghiệm.
