Nghiên cứu phân tích khả năng sử dụng giáo dục mở để phát triển năng lực số cho nguồn nhân lực du lịch thông qua tổng quan tài liệu có chủ đích kết hợp phân tích tài liệu chính sách. Kết quả tổng hợp hình thành sáu nhóm năng lực gắn với nhiệm vụ nghề nghiệp và đề xuất ba mức thực hiện để định hướng bồi dưỡng. Giáo dục mở tạo cơ hội tiếp cận, điều chỉnh và chia sẻ học liệu, nhưng việc hình thành năng lực còn phụ thuộc vào thực hành, hỗ trợ và đánh giá. Khung đề xuất kết nối yêu cầu nghề nghiệp, minh chứng đánh giá và trách nhiệm của các chủ thể thông qua năm điều kiện: nhận diện nhu cầu; đồng kiến tạo nội dung; bảo đảm chất lượng và hỗ trợ; đánh giá và công nhận; hạ tầng, phối hợp và tính bền vững. Khung cung cấp hàm ý tham khảo đối với Việt Nam, chưa được xác nhận bằng chuyên gia hoặc dữ liệu thực nghiệm.
