Bài viết phân tích cơ hội, rủi ro của trí tuệ nhân tạo tạo sinh (GenAI) trong giáo dục mở và đề xuất khung quản trị cho các trường đại học Việt Nam. Nghiên cứu sử dụng tổng quan tích hợp kết hợp phân tích chính sách, lựa chọn có chủ đích các công trình bình duyệt, hướng dẫn quốc tế và văn bản pháp luật Việt Nam giai đoạn 2019–7/2026. Kết quả tổng hợp cho thấy GenAI hỗ trợ cá nhân hóa học tập, mở rộng tiếp cận và phát triển tài nguyên giáo dục mở, đồng thời đặt ra rủi ro sai lệch nội dung, dữ liệu, bản quyền, bất bình đẳng và liêm chính học thuật. Khung ba tầng, sáu trụ cột được đề xuất gồm: chính sách và trách nhiệm; chất lượng sư phạm và nội dung mở; đánh giá và liêm chính; dữ liệu, sở hữu trí tuệ và an toàn; năng lực AI và công bằng; giám sát và cải tiến liên tục. Khung gắn quản trị theo rủi ro với trách nhiệm của con người và minh chứng học tập. Đây là đề xuất khái niệm, cần được tham vấn chuyên gia và kiểm chứng qua thí điểm trước khi áp dụng rộng rãi.
