Bài báo phân tích cơ hội, thách thức và yêu cầu quản trị giáo dục mở (GDM) trong bối cảnh chuyển đổi số ở giáo dục đại học thông qua tổng quan, phân tích và tổng hợp tài liệu. Kết quả cho thấy chuyển đổi số tạo cơ hội mở rộng tiếp cận học tập, chia sẻ tài nguyên và thúc đẩy hợp tác, đổi mới; đồng thời đặt ra thách thức về chính sách, năng lực số, chất lượng, công bằng, bảo vệ dữ liệu và tính bền vững. Trên cơ sở đó, bài báo đề xuất các định hướng quản trị tập trung vào hoàn thiện chính sách, tăng cường phối hợp, phát triển năng lực, bảo đảm chất lượng và công bằng số, giám sát và cải tiến liên tục. Nghiên cứu góp phần làm rõ yêu cầu quản trị GDM và gợi mở hướng vận dụng tại các cơ sở giáo dục đại học Việt Nam.
